When I first watched this video, I thought the woman who filmed this had, perhaps, a ... 'loose' understanding of the effect of sunshine-at-the-correct-angle on water droplets. After looking at the video again and Googling the title information, it seems that an entire evil conspiracy has escaped my notice: High Frequency Active Auroral Research Program(HAARP).
Whether HAARP is dangerous or not is something I'm not in the least qualified to determine, but how can this woman have enough modern education to enable her to ...

In this case, high altitude ice crystals in the cirrus clouds refract sunlight when the light strikes at the appropriate angle to make the clouds rainbow-colored. The phenomenon is called a "sundog."
As for not ever seeing rainbows-in-sprinklers 20 years ago, I wonder ifthe lady who posted the first YouTube clip would understand that in 1939, King George VI dedicated the site of the Rainbow Bridge at Niagara Falls. Rainbow + 1939 = more than 20 years ago. (we won't mention Noah, even though his rainbow was ... after the rain?)
